Allowable value of NuSeasons element

Label	Assessment for all bathing waters is done on the basis of 4-year data set. If not enough samples were collected during 4-year period or samples are not more or less equally distributed throughout the season, the bathing water gets status "not enough samples" (Class gets value “5”). For newly identified bathing waters or bathing waters where changes affected classification number of seasons can be lower.
